In practice
Being crawled is not being indexed. A page can be fetched, processed and then dropped as a duplicate, as thin, or as a near-copy of a canonical.
Use the index coverage report to separate the three states that matter: indexed, crawled but not indexed, and discovered but never crawled.
Why it matters
Only indexed pages can appear in results, so index coverage is the honest denominator for any organic programme.
A bloated index full of low-value URLs dilutes crawl attention and makes reporting meaningless.
